Background
The City’s Local Coastal Program (LCP) is comprised of a Coastal Land Use Plan (LUP) that was originally certified by the California Coastal Commission (CCC) in 1981 and an Implementation Plan that was originally certified in 1986. Together these serve as the standard of review for Coastal Development Permits under the City’s jurisdiction within the Coastal Zone. In 2014 the City began the process of updating the LCP, focusing on the Coastal LUP (click here for an overview of the LCP Update). Through that update process, it was identified that additional study was needed on the topics of Sea Level Rise and Lower Cost Overnight Accommodations, so the City embarked on two follow-on studies to the Coastal LUP update.
