CALIFORNIA COASTAL COMMISSION
The California Coastal Commission, an Initiative organizer, is inviting the public to provide input until January 15, 2014 on its recently released Draft Sea-Level Rise Policy Guidance. The document is designed to assist local planners and others in addressing sea-level rise in Commission planning and regulatory efforts. More information is available at

The Executive Summary section IV (Addressing Sea-Level Rise in Local Coastal Programs) at the above link suggests:

“Managed retreat” and planning “to abandon and remove (bluff-top) homes” (page 48).

Limit or prohibit use of bluff retention or shoreline protection for new development (page 51).

Require property owners to waive the right to shoreline protection in the future (page 54).

Hopefully our comments from coastal property owners will have an impact on this policy.
